High Value Data Sets (HVD) are data sets with particular potential in economic, ecological and / or social terms. The aim of the project on behalf of the BMWK was to identify suitable data sets together with Fraunhofer Fokus and the Cologne Institute for Economic Research and to involve interested parties in the discussion on the use of HVD in order to prepare the negotiations between the EU Member States and the EU Commission on the identification of these data. The result of this process is a comprehensive study.

With the amended EU Directive on open data and the re-use of public sector information (PSI Directive), the European Union is introducing the concept of so-called High Value Datasets (HVD). Due to their particular social, economic and innovation-related potential, these datasets are to be made available in an open, machine-readable format and, where possible, via standardised interfaces.

Against this background, this study was conducted on behalf of the Federal Ministry for Economic Affairs and Energy. The aim was to identify potentially high-quality datasets in Germany and to assess the legal, technical and economic requirements that would be associated with HVD classification.
