Dr Nikolai Horn works in the Research & Projects department at iRights.Lab.

He is:

  • A philosopher who worked at the Institute for Public Law at the University of Bonn (Di Fabio Chair) after completing his studies and obtaining an interdisciplinary doctorate.
  • Deeply involved in digital ethics and data protection and has worked in the field both full time and part time.
  • Well acquainted with the issues of digital sovereignty, data-driven governance and the AI approach in the public sector.
  • The head of the Digital Ethics working group of the non-profit network for the digital society Initiative D21 (since 2024 - and previously from 2020 to 2022).
  • A Lecturer at the Federal University of Applied Sciences for Public Administration in the field of digital ethics (since 2025).

He can:

  • Synthesise political challenges, legal frameworks, ethical principles and technological possibilities.
  • Give presentations, write essays and articles, build and maintain networks.
  • Be enthusiastic about all sorts of things and develop ideas spontaneously.
